ますForm is also named Polite Present Positive Form which is one of the four basic conjugation endings in Verb Polite Form.

ます comes at the end of a verb so that you can show politeness to people.

Why do I have to change Dictionary Form into Polite Form?

It is highly recommended that you do that when you speak or write in Japanese.
